FBI Chicago Regional Office
Awarded LEED EB O&M Platinum Certification
The Federal Bureau of Investigation Regional Facility received a Platinum-level Leadership in Energy and Environmental Design for Existing Buildings (LEED EBOM) award from the United States Green Building Council (USGBC) at a ceremony on March 26, 2009, in the building’s Art Lobby.
The facility is USGBC’s first LEED EBOM Platinum recipient in the world to receive such distinction. The project utilized USAA Real Estate Company’s sustainability platform to reduce carbon emissions, promote tenant satisfaction and awareness, improve operating cost efficiency and enhance property values.

LEED certification is based on five different categories:
- Sustainable Sites
- Water Efficiency
- Energy and Atmosphere
- Materials and Resources; and
- Indoor Environmental Quality as well as Innovation in Operations, where additional points can be earned.

|
Awards are achieved at four different levels:
Certification (34-42 points), Silver (43-50 points), Gold (51-67 points), and Platinum (68-92 points). The FBI Chicago facility submitted 74 points and all points were approved for a certification level of Platinum.

The following information is a short summary of a few highlighted credits that were earned in each category.
Sustainable Sites
12 points possible, 8 points were achieved
Reduced Site Disturbance (SSc5), was a catalyst in helping earn additional points in alternative categories. Over one acre of non-native turf/grass was eliminated from the site and sustainable native plantings were installed in its place.
Energy and Atmosphere
30 points possible, 25 points were achieved
By developing and implementing a building commissioning plan that includes investigation and analysis, implementation and ongoing commissioning, all of the building equipment will be programmed to run at its highest level of efficiency. This resulted in lower energy usage and costs which in turn included a higher Energy Star score. An additional step in analyzing energy use in the building was accomplished via sub-metering of major systems, including the highest energy users (equipment) located in the building. This additional tracking allowed better management to lower energy use in an efficient manner by understanding what equipment is using the most energy, at what times, and under what conditions.

Materials and Resources
14 points possible, 10 points were achieved
The largest factors in this category are sustainable purchasing and solid waste management. The FBI purchasing plan and USAA Real Estate’s recycling program were the driving forces for the points that the building achieved. This resulted in over 60% of all products purchased deemed to be sustainable, including furniture and electrical goods.
Indoor Environmental Quality
19 points possible, 17 points were achieved
The most significant subject in this category would be the Green Cleaning Policy and the points that relate to Air Quality and Occupant Comfort. USAA Real Estate Company has a very comprehensive green cleaning program and requires that vendors adhere to all aspects of the green cleaning program. It is clear the program requirements are being adhered to by management audits of on-site cleaning products and equipment, along with over 90% of cleaning products and materials being documented as sustainable. Also the air quality in the building is second to none with the use of MERV 13 air filters and HEPA vacuums that collect over 96% of particulates.
